\u636e\u6089\uff0c6\u670829\u65e5s\/bs\u8d1f\u8d23\u4eba\u56de\u4fe1\u786e\u8ba4\u6536\u5230\u6295\u8bc9\uff0c\u5ef6\u81f37\u67088\u65e5sbs\u8d1f\u8d23\u4eba\u8981\u6c42\u6295\u8bc9\u8005\u63d0\u4f9b\u4e00\u4e2a\u5730\u5740\uff0c\u8d1f\u8d23\u4eba\u5e76\u544a\u77e5\u6295\u8bc9\u8fdb\u5165\u6b63\u5f0f\u7684\u8c03\u67e5\u6d41\u7a0b\uff0c\u8c03\u67e5\u5468\u671f\u4e3a\u516d\u5341\u5929\u3002<\/p>\n

\u7b14\u8005\u65e9\u524d\u4e5f\u66fe\u542c\u5230\u5f53\u4e8b\u8282\u76ee\u4e3b\u6301\u4eba\u5728S\/BS\u5b98\u65b9\u56de\u590d\u6295\u8bc9\u524d\uff0c\u5df2\u7ecf\u4e3a\u6b64\u9053\u6b49\u5e76\u627f\u8bfa\u4e0d\u8ba9\u540c\u7c7b\u4e8b\u60c5\u518d\u5ea6\u53d1\u751f\uff0c\u6307\u5e94\u8be5\u4f7f\u7528\u8054\u5408\u56fd\u5b98\u65b9\u6307\u5b9a\u7684\u75c5\u6bd2\u540d\u79f0\u3002\u6001\u5ea6\u8bda\u6073\u3002<\/p>\n

I have completed an investigation of the talkback segment on the Mandarin Language Program which was
\nbroadcast on 24 June 2020. The program was assessed against Code 1.3 (Prejudice, Racism & Discrimination)
\nof the SBS Codes of Practice, in light of your complaint that \u201cthis racism and misinformation term (Wuhan
\nVirus) has sparked angry responses from many listeners\u201d.
\nFor the reasons detailed below, the program was found to have breached the code.<\/p>\n
Code 1.3 (Prejudice, Racism and Discrimination) states:
\nSBS seeks to counter attitudes of prejudice against any person or group on the basis of their race, colour,
\nethnicity, nationality, sex, age, sexual preference, gender identity, religion, disability, mental illness, or
\nmarital, parental or occupational status.
\nWhile remaining consistent with its mandate to portray diversity, SBS will avoid content which clearly
\ncondones, tolerates, or encourages discrimination on these grounds, taking into account the context in which
\nthe material is presented and the impression created by the schedule over time.
\nSBS does not condone or support the use of the term \u201cWuhan virus\u201d as it is considered to be discriminatory.
\nA transcript of the program shows that the broadcaster did not endorse or support this view and did not use
\nthe term himself. It was used by a caller to the talkback program who was expressing views that may be
\nconsidered to be anti-Chinese Communist Party.
\nSuch views can be expressed on the Mandarin talkback program, just as views in support of the Chinese
\nCommunist Party can also be expressed. An SBS talkback program is expected to facilitate the expression of
\na range of views from listeners, be they positive, negative, or even neutral in relation to the topic under
\ndiscussion.
\nThe opinions expressed by callers during talkback on the Mandarin Language Program are not supported or
\nendorsed by SBS. They are made available so that listeners to the program can form their own opinion about
\nthe material under discussion. The greater the range of opinions presented the more successful the talkback
\nprogram.
\nHowever, SBS\u2019s also has an obligation under Code 1.3 to \u201cseek to counter attitudes of prejudice\u201d and this
\nrequired that a relevant correction of the term \u201cWuhan virus\u201d be made as quickly as possible by the
\nbroadcaster during the talkback segment of the Mandarin Language Program of 24 June 2020.<\/p>\n
This did not occur on 24 June and therefore a breach of Code 1.3 occurred.<\/p>\n
The Director of Radio, Mandi Wicks, has reminded staff that SBS considers use the term \u201cWuhan virus\u201d to
\nbe discriminatory.
\nFollowing the talkback program of 24 June, the Mandarin Language Program immediately introduced a new
\nrule for talkback segments on the Mandarin Language Program. Listeners have been informed that:
\nAs the use of terms to address the pandemic other than COVID-19 always drives the show away from the topic,
\nor even provokes personal attacks against individuals, I would like to set up a house rule of allowing the use of
\nCOVID-19 only to address the pandemic, as defined by WHO, and don’t make comments on others if you
\ndisagree, considering the 3 minutes you are given for your speech is quite limited. I believe everyone is capable
\nof demonstrating your points by not denying or even attacking others. So please make good use of the 3
\nminutes you are given, and I will step in to dump any calls who break this house rule.
\nIf you consider this response to be inadequate you are entitled to take your concerns to the Australian
\nCommunications and Media Authority. SBS appreciates you taking the time to make your concerns known to
